Is it another attempt at finding new revenue streams for the council? Besides which, it's a bl**dy cheek to describe anything as "council owned". Surely, that just means it belongs to the council tax payers, i.e. Joe Public.
Petty bureaucratic nonsense at its best. Well done for making them look like d!cks.

Seems like Poole Council are trying to turn the place into Little Germany, where you need a permit to do much if anything at all.
It's a creeping disease, the bureaucratic mindset, where everything must be controlled, stamped, filed, permitted, denied, buck-passed, and shuffled around from desk to desk. I suspect it's also empire-building in local government by department heads, who dream up non-jobs and make up new non-existent regulations to justify their otherwise pointless existence.
Thick, ill-informed, or just plain power-tripping security guards, or "Beach 8"s don't help the situation, though.
